Actually, this parking job denies handicapped access to the sidewalk and presumably any building on the street. As private parties are liable for civil damages under the Americans with Disabilities Act, this driver might get seriously pwned.
Now, you need to blow up the photo so that we can read the license plate, get the idiot driver's name from the DMV, and publicize the inconsiderate moron's identity to the world ...
